Internal Complaint Committee

M.S.M.College, Kayamkulam, has constituted Internal Complaint Committee (ICC) in pursuance of guidelines issued by the Supreme Court, as per the provisions of the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal ) Act,2013 and UGC Regulations 2015 on Prevention, Prohibition and Redressal of Sexual Harassment of Women Employees and Students in Higher Education . It aims to maintain effective enforcement of the basic human rights of gender equality, to prevent sexual harassment and abuse, and to provide conducive atmosphere in the campus.

Aims

ICC aims:

  • To uphold women’s right to protection
  • To create a sense of security and dignity.

Objectives

  • To avoid and prohibit sexual harassment at workplace.
  • To build self-esteem and dignity among girl students and women faculty members.
  • To offer service such as counselling, legal aid in case of atrocities against women.
  • To create awareness regarding women’s rights.
  • To promote awareness about sexual harassment through educational initiatives that encourages and foster a dignified, supportive and safe environment for women on campus.
  • To arrange programs regarding health, personality development etc.
  • To ensure that students, faculty and staff are provided with current and comprehensive information on sexual harassment and assault.

Sexual Harassment means……

  • An act of Sexual Harassment at the workplace (Prevention, Prohibition and Redressal) Act.2013, includes any one or more of the unwelcome acts or behaviour, whether directly or by implication.
  • Physical Contact and advances.
  • A demand or request for sexual favours.
  • Making sexual coloured remarks.
  • Showing pornography.
  • Any unwelcome physical, verbal or nonverbal conduct of sexual nature

Functions of the Committee

  • The ICC is the nodal committee in an Institution that overviews the implementation of the Policy on Sexual Harassment at workplace.
  • To undertake all necessary and reasonable steps for purposes of gender sensitization and to conduct enquiries into complaints of sexual harassment.
  • Resolving the complaints filed by the aggrieved person(s).
  • Recommend appropriate action(s) to be taken by the Principal.
  • To educate and create awareness to all the necessary stakeholders of the Institution about the sexual harassment at workplace, its effects and laws against it, and filing of complaint with the ICC.
  • To actively promote a social, physical and psychological environment that will raise awareness about and deter acts of sexual harassment of women.

ROLES AND RESPONSIBILITIES OF THE ICC MEMBERS

  • ICC members should create trust among women employees and girl students and be approachable to them. The committee should not consider the socio-economic profile as well as the position of the individuals in the organization, while dealing the complaints.
  • All ICC members should me objective in dealing and investigating the complaints.

Procedure for filing complaints and initiating enquiries.

Any aggrieved female including teaching faculty, student or other staff of the college (student/employee/faculty/administrative/research staff/) can approach the ICC for help with a written complaint. After receiving the complaint, a meeting of the ICC will be convened and after completing the enquiry within a stipulated period of time, the report will be submitted to the principal with recommendation. The committee will take the responsibility to ensure that no such incident happens in the future.
